What does a Pastoral Council do?

In Catholic parishes, Pastoral Councils may be established by the Pastor to advise him regarding pastoral issues facing the parish and their surrounding communities. The main purpose of the council may be called pastoral planning, defined in official documents as investigating, reflecting, and reaching conclusions about pastoral matters. Pastors consult the councils, which have a consultative-only vote.

Where did the idea of a Council originate?

The Pastoral Council originated from Vatican II
The pastoral council idea was first articulated in the 1965 Vatican II Decree on Bishops (Christus Dominus, par. 27). The decree recommended that bishops establish pastoral councils with a threefold purpose. The purpose is (1) to investigate pastoral matters, (2) ponder or reflect over them, and (3) reach conclusions that the council can recommend to the bishop. This idea trickled down to the parish level and has been found to be most effective for building community and understanding.

Do very many parishes have a Council?

Over 80% of parishes have a Pastoral Council!
